Because it’s mounted on your ceiling and gravity causes things heavier than air to settle to the ground. How often do you sweep your ceilings? Dust does eventually get in and lowers it’s effectiveness over time especially in the kitchen where grease gets aerosolized and sticks to the smoke detector’s sensor which allows any dust to stick do it.

If there’s enough dust or lingering bugs, it will set off the alarm.

They don’t go off as soon as there’s an interruption, it takes a little bit of time, which makes sure that the occasional bit of dust or passing insect doesn’t set them off. It’s basically a little timer to make sure that the alarm doesn’t go off all the time, just a couple of seconds of delay stop them from being constantly obnoxious.
