The costumes used in movies are well tailored to the wearer. So they are just tight enough to not constrict the movements. But it is not uncommon to incorporate stretchy materials into the costume either. Firstly as a means of keeping the costume in place, suspenders and the like. But also in the fabric where needed. However this might look out of place so it is mostly a thing for extras and the like where the same costume might be worn by different people.
When you are talking about armor and the like these are usually made out of plastic or rubber to have some flex. They can be made out of solid pieces as a well fitted suit of armor is not constrictive at all. However they still chafe and rub in a way that foam does not.
