How do Sudoku creators (the human kind) know that they’ve given enough clues to make a puzzle solvable while still making sure there are no errors?

The author starts with a finished puzzle, then removes enough numbers depending on how challenging the puzzle should be. When you do it this way, the only way you can screw it up is if you don’t actually know how Sudoku works.
