Websites can allot spaces for these suggested ads. Think of it as a blank billboard on their website.
Companies then pay websites to put up their advertisements on these billboards. The advertisement varies – some ads pop up because you searched for a thing. Other ads are there because it is related to the website (see: porn ads in porn websites)
Thought experiment: have you searched for a product on Amazon or Google, then perhaps see a coupon or discount for a similar or exact product a few hours later?
Ad serving companies set 3rd party cookies that can be flagged with actions you take… so they know that you visited ESPN and Chevy and might then serve you ads for Ford and Chevy trucks because you were specifically looking at trucks, but other advertisers might also request demographic matches to sports fans who are interested in trucks and so you might also get ads for Home Depot or Omaha Steaks since others who visited the sites you did also shopped those other sides.
