When you put coffee grounds in hot water there are a ton of different chemicals being dissolved into the water. They caffeine of course, but also compounds that give the color and aroma of coffee. These things are all able to dissolve in water but there are other liquids they can’t dissolve in. To decaffeinate coffee they use a different liquid that can take the caffeine but leave the rest in the coffee grounds. After that’s done they dry the grounds out and they can be brewed like normal only without the caffeine
