How do they allocate numbers on football jerseys and other team sports?

It always seems as though the numbers are all over the place. I get that they can’t just be numbered 1 – 11 as the team is often much larger and will differ per starting lineup but who delegates who wears the ‘number 40’ shirt and does the team even have that much players with reserves & substitutes taken into account?

Who decides who gets to inherit a number from a retired legend for example?

I can’t speak for the pros, but I know I’m youth sports it was almost always first come first serve. Some numbers would mean bigger sizes some meant smaller sizes. If there are new members of teams the older kids usually got priority when picking numbers and sizes. Retired numbers are usually a team thing so those numbers are just considered off limits. If a jersey number is unofficially retired it’s just frowned upon and considered disrespectful if someone picks it knowingly.
