Physically. A crew of workers with flashing lights, at least one truck and barrels set up the restricted area.

You ever see those black ropes that go across the road? Those are monitoring traffic flow. After collecting the data they inform news networks and suchs to decide when the best time to do construction unless it’s an emergency.

Normal road, put sign up and start diggin

Highway, those arrow trucks or just 3 cop cars enter a few ramps in advance at noght, get to the needed speed and let everybody behind them slow down and exkt the highway. Then close all ramps and start diggin

If it’s an emergency, they just block it off with emergency vehicles. If it’s planned they usually post signage beforehand stating the time of intended closure. And will have the barricades on the side of the road ready to move into place.
