How do they film shots where everyone is still but the camera moves?

Basically the title, but it commercials like the new Amazon one and movies like the bar scene in The Other Guys they create this technique. Just kind of curious as to what equipment they use to pull this off.

I’m not familiar with those examples, but one classic technique is just to have people stand perfectly still, and add things floating in the air later with CGI.

Two music videos by Barenaked Ladies do this. (On the DVD commentary for one, one of the band members says “This was filmed using a technique called ‘people standing still!’”, which I almost said to you here but I thought I would sound like a douche). In [this one](https://youtu.be/KfeTqesTixM) everyone stood still without blinking while the camera moved, and things like water, confetti, and sparks were added later. [This](https://youtu.be/u3NE6UuaLiY) is the other one (wait till near the end), but I don’t think any fancy effects were used.
