There is a few different ways of doing this. But one of the most used technique within the movie industry is the “bullet time” camera first used in the Matrix movie. The effect used a special camera made up of hundreds of other cameras placed along the track of the shot. They all captured one frame of footage in very close succession, or in some cases even at the exact same time. When the frames from these cameras are shown one after the other like in a normal movie then it looks as if the camera moves around in the scene while time goes slowly or even stands still. The limit of this is that the device is quite big and expensive. And it is hard to film something that would put the camera itself in the background, although it could be disguised. So you can often recognize these shots as they tend to keep the frame within a 180 degree arc.
