How do they film those scenes where a person stands still but time is sped up around them?

Like a person is in a busy street but crowds are going 3x normal speed or cars are just light streaks. How do they do that? Is it all after effects or does a guy really need to stand very still or something?

Often. After effects. They record the scene without the person there, and edit them to into the shot, or with a mannequin in a green suit – though that is rarely done.
