How do they make the different finishes for paint? Gloss, satin, matte etc?

Paint is a mixture of a binder and a pigment. The sheen of the paint is a matter of the ratio of the two. The more binder, the shinier the finish will be. The more pigment, the rougher the surface, hence more light scattering.

Gloss finish is usually the pure product. Satin and matte usually have some sort of additive, in increasing amounts, that makes the finish less glossy.

Surface is glossy when light reflects of it orderly. So every photon moves perpendicular to every other. That would be 100% glossy surface. The more chaotic it is we see it more matt. You usually adjust it with adjust it with pigments. If you put bigger rough pigments it would look more matt.
