How do they make the different finishes for paint? Gloss, satin, matte etc?

Surface is glossy when light reflects of it orderly. So every photon moves perpendicular to every other. That would be 100% glossy surface. The more chaotic it is we see it more matt. You usually adjust it with adjust it with pigments. If you put bigger rough pigments it would look more matt.
It’s a bit more complicated than this, but I hope that you understand how it works.
