How do they make the different finishes for paint? Gloss, satin, matte etc?

Paint is a mixture of a binder and a pigment. The sheen of the paint is a matter of the ratio of the two. The more binder, the shinier the finish will be. The more pigment, the rougher the surface, hence more light scattering.
