How do they remaster old grainy footage of films/videos and make it 4k without any pixelation?

They are technically just stretching the video right? Where do the additional information for the new pixels come from? Does it cost a lot? What’s the simplest way to restore similar home videos to 4k crisp quality, can it even be done by a regular guy on a home computer?

The film. Film is very detailed, it’s always been there, and would have been seen in cinemas, but screens at home couldn’t display that detail. You go back to the original film from the cameras, and scan it at a higher resolution.

You can’t. Video tape and digital cameras record a fixed resolution, a lot lower than old film.

Old British TV shows, for practical reasons related to the cameras, used to be shot on film when on location, and video in the studio. So, for example, early 80s Doctor Who has now been released on Blu-Ray with the location work in true HD, because it was shot on film, but the studio stuff is SD, because it was shot on video tape.
