There’s software doing the work and overlaying graphics on the fly like any other graphics, however it requires lots of coordination before the cameras are live.

Depending on the budget of your television station, these graphics are either pre-planned camera moves aided by something like a robot-camera where they have been anchored somewhere beforehand (or even a very skilled and careful cameraperson), or they’re being rendered on the fly using tracking points set in the studio to help place them somewhere.

Some stations may even go the extra mile to recreate the set in 3D to place lights, shadows and reflections strategically so they look like they’re actually in the studio.
