Simple answer, if you add blades (all blades of the same length) there is more air resistance (drag). 4 blades move more air than 3 blades. A 4 blade fan can move the same volume of air as a 3 blade fan but at a lower rpm.

Each blade creates a disturbance behind it as it passes through the air. The air that is displaced by the blades as it passes through the air needs time to be replaced so there’s a void of low pressure behind the blade. Adding extra blades just means the additional blades are passing through the void of low pressure meaning each blade is slightly less efficient when adding more blades.
