Whatever will get the best ratings for the channels particular demographic. I was taught this in college during my electronic news gathering courses. Not much emphasis was put on it as our teachers were ex-NBC guys, but they were able to explain it pretty well in less than 30 minutes.

Every show has an editor, and that person will have journalists and producers working for them who will bring the editor stories. The editor has the final say, although that person does answer to the people who own the channel and may, from time to time, be told what they can and can’t show. Usually to their chagrin!
