Human body uses lungs as one of the tools to expell unwanted chemicals from blood. So someone has alcohol in their blood, the lungs will slowly take it away.

The relation between the amount of alcohol in breath and in the blood is measured by statistics (by many tests that measured both alcohol in blood and in the breath).

It’s not exact, because everyone’s lungs work slightly differently, it can detect other chemicals than alcohol and also can be influenced by what is currently in the stomach.
