Not a physical gap. The separation in the list of reactivity (more cell potential really). If two metals are at the top and the bottom of the list, sparks. Next to each other, nada. Physical distance is irrelevant as long as there is a conductive path.

Battery voltage is determined by the chemical relation of the materials in the reactivity series. All alkaline batteries produce nominal 1.5V regardless of size or geometry, for example.
