How does a throttle controller/pedal commander not reduce 0-60 time?

I simply don’t understand how if the throttle is more sensitive and the car accelerates quicker, the 0-60 time remains the same.

I don’t know much about it specifically, but my guess is the improvement that such a controller can make is rather insignificant compared to the bigger time delay of human reaction time. Even “slow” systems like a mechanical throttle are generally fast compared to human time perception.
