How does a tv show/web series get created? Why are writers more significant than directors in the tv show/web series format?

all 5 seasons of “breaking bad” is about 60 hours of content. the writing needs to be able to keep a cohesive and forward moving plot; the characters need to have identities that can build and grow without losing core identities.
a tv show needs the viewer to come back 13 weeks in a row
these are things that shift importance from the director to the writers
TV shows have natural breaks or jump in story and placement; directorial artistry can change without upending the show….but the characters and the plot need to be consistent
