how does anti cheat work on console when on pc you have download things like battleye?

On consoles it’s way harder to install cheats due to the closed down nature of the systems, so the anticheat doesn’t need to be that complicated. But the games come with it nonetheless, it’s just integrated into the game itself, just like in most normal PC games.
External ones are an exception and have been a subject of many controversies because they’re usually way too intrusive.
