It usually doesn’t have much liquid water inside the hollow part…if you just go cut through a random bamboo cane it’s hollow but dry (ish). It’s a living plant so some moisture inside the stem itself is normal, just like cutting a grass stem lets a little moisture out of the cut.

If you see bamboo with water rushing through it like a pipe that’s because someone built a pipe out of bamboo and hooked it up to a water source, that’s not the plant doing that.
