How does conditioner work?

I watched a TV show a long time ago that suggested conditioners work on an electrostatic principle. When you shampoo, the polarity of the hair is all messed up, and when you condition, it resets it so the polarity lies the same direction along all your hairs so it can lie flat and smooth. I’ve never been able to find anything about this since. Can anyone confirm or deny that?
