Because plucking causes vibrations which goes down the length of the string, whereas tapping does too.

Electric guitars detect vibrations in the strings and amps amplify those vibrations. Anything you can do to vibrate the strings with enough force will produce an audible sound

To add to the others, when tapping you hit the strings much harder than when you are fretting and strumming.

Normally you fret a note relatively gently so that the string doesn’t vibrate, then pluck it to start the vibration and produce a sound.

When you tap a note you fret it a lot harder, so that when the string is suddenly stopped by the fret, this jerk causes it to vibrate on its own.
