How does ground penetrating radar work?

Radar technology for the longest time struggled with ground clutter, and to an extent, still does, so how do radio waves, which struggle with trees and bushes, penetrate into the ground and how does it get a return?

Aircraft radars operate between 2700 and 2900 MHz, ground penetrating radar operates between 10 and 2600 MHz depending on the desired depth. Low frequency waves penetrate through solid objects better than high frequency waves.
