There are a bunch of ways to do it but what I’m most familiar with is you fill the inside of a hollow bullet with a flammable material and then make a small hole on the side of it so when it shoots it catches on fire and then burns for a few seconds as it goes down range leaving a trail Of light. You can also change the color of the tracer depending on what material you put inside

Incendiary ammunition uses an encapsulated metal or chemical, like magnesium, or an explosive charge that burns either from ignition of a fuse ( air explosion incendiary bombs or cluster bombs), from the ignition of propellant (tracer round or dragon’s breath), or the use of a shaped charge (HEAT rounds or anti personnel /flak shell). I suppose if you want to know about a specific type your question might need to be a little more direct.
