Inertia.

In this case the Abilty to resist the motion of you turning the glass.

Fluids are generally good at this.

When you spin the glass, the water molecules on the outside of the glass start moving in the same direction. As the water molecules transfer that force, random bumps cause the water molecules to move in a more random direction. By the time the force reaches the ice, it is not coordinated enough to push the ice in any direction.
