How does locating lost money(cash) by serial number work? Like it’s cash, not digital money, how can you locate a physical object if it doesn’t connect to anything digital?
The numbers are primarily for identification. If the money can be connected to a suspect, after a robbery for instance, it can be used to support the case against them. That’s it, basically.

Poorly.
Sure, some central banks scan the serial numbers and record them, but nobody else does. Even if a serial number is flagged for law enforcement notification, that notification is at best a lead on “the last place it was used”, hardly the “location”.
