It covers all residents and prospective residents of Massachusetts. It is only free if you earn less than 150% the poverty level; if you earn less than 300%, it is heavily discounted. In 2024, those are set to $22,500 and $45,000 respectively. The cost is a sliding scale from $15 to $80 monthly (roughly).

Masshealth is for all. Massachusetts does not offer Masshealth to people outside of the state of Massachusetts because it is a plan for its own residents.
