the peel is specifically there to protect the inside of the garlic from the envoirenment. it is made of mostly indigestible matter, making it difficult for bacteria to grow on. meanwhile the inside of the garlic is full of nutrients, moisture and such and thus makes an excellent breeding ground for bacteria.
