In chemistry there is something called polar molecules. Polar molecules really don’t like mixing with nonpolar molecules, and this is why oil and water don’t mix. Bong resin is an oily compound, and not very polar, while water is VERY polar. This prevents it from dissolving in water the way sugar and salt do. Rubbing alcohol is less polar than water, just enough so that the resin will dissolve in the alcohol but not the water.
Acetone works even better for cleaning bongs/glassware than rubbing alcohol does, just be careful to not pour it down the drain. Not because of toxicity, but because it can dissolve the pvc pipes in your drain. Instead pour it out on your lawn (again, it’s not toxic in small quantities) and then rinse the piece again with rubbing alcohol. It works ten times better than alcohol alone, I promise
