How does Siri hear me say “Hey Siri” if it’s not constantly listening to my conversation or me speaking?

I think about it, and have come to the conclusion that the NSA and other 3-letters can and will use any tool to gather information and metadata.
Why would they not with things like Siri or Alexa?
