How does sugar-reducing rice cookers work?

Today I learned that there are sugar-reducing rice cookers. Does it really work or is it just a gimmick?

The starch in rice is water soluble and is a sugar. According to Google, the rice cooker essentially soaks the rice then drains the water out, cooking the rice with the steam. This will reduce the starch left in the rice, but no idea how well.
