How does the inside of waterproof air dry caulk dry?

If some caulks dry by exposure to air but are waterproof when dry, what keeps the caulk from forming a shell causing the inside of it to stay sticky?

Most silicone calks are moisture cure. There is moisture in the air. You can also mist it with water to speed up the curing. Read the ~~tune~~ tube.
