I’ve always wondered how the military ‘draws down’ their forces at an overseas base. Eventually the number of people left gets smaller and smaller. The force is so small towards the end that their safety might be in jeopardy right?

In jeopardy from what? Most military bases are not in hot war zones, and the ones that are aren’t going to be drawn down unless the military is preparing to abandon them.
Also, there’s a difference between a military base and a fortification. Military bases aren’t supposed to be in places that are going to be attacked. They’re supposed to be staging areas for troops and supplies that are not currently in combat but need to be close enough to potential combat areas to deploy to them in an acceptable timeframe. The enemy might launch a long-range missile strike or guerilla attack against a military base if such is feasible, but having more troops in those bases doesn’t help against those.
