How is it that when we whistle, we automatically know the right air pressure and tongue positions to hit just the right note?

Blow a note.
Recognise its pitch, then adjust to produce the required sound.

Do that a few times and from memory you’ll have a rough ride of the mouth shape to make for an approximate tone.
