Your kidneys constantly monitor your blood oxygenation. When they sense that it’s gotten too low from a loss of red blood cells, they release a hormone that travels to the bone marrow where new blood cells are made and signals the marrow to ramp up production of new red blood cells. Blood plasma is just made from water and salts and some proteins, so blood volume itself can be increased by holding onto more water.
