It’s always pumping but a muscle controls how much pressure there is. When the cavernosal smooth muscle is contracted it pushes out the blood and it goes limp. When it relaxes the blood flows in filling the space.

It doesn’t.

It opens a few valves, which allows blood to flow. More or less. Like opening the faucet at your sink.
