Water likes to seek its own level. If you put water in a tube with both ends pointed up, the water level will be the same on both sides. If you lower one end, the water will flow down the high side and up the low side to equalize the level again.
Now imagine a water tank on a tower. You run a pipe from the bottom of the tank to the ground, and then up to your hands. The water will try to seek its own level by flowing down the pipe from the tower and back up the pipe to your hands, but it will just spill out because you put a faucet there.
