Since iOS 15 Apple has made it so iPhones never truly shut off, they go into what Apple calls “power reserve mode”.

Like AirTags it uses the NFC chip (seems not also cellular/Wi-Fi) so when either you or another iPhone user participating in the Find My network is within range the location gets updated.

Your digital passes also work when the phone is in this mode.

Even when powered off, the phone will still emit a low-power Bluetooth beacon signal that nearby iPhones can pick up on and forward to the Find My service. It’s pretty similar to how AirTags work, which have a coin battery which is good for over 2 years.
