How is a figure like 11 billion dollars to end world hunger actually calculated?

I see the figure thrown around a lot but haven’t really seen an explanation for it. I’m not saying it isn’t true or anything I just want to know how you could put a price on something so nebulous and complex.

The international poverty line is us $1.9 a day there are aprox 7+million people living in extreme poverty. 1 billion would raise that figure to $14.28 a day and help lift those people out of extreme poverty.
