In the 1950s basically the goverment inacted a campaign to keep rats out. They educated the people on signs of rats, and worked diligently to eradicate them. They also banned any person in province from owning pet rats. They hired teams of exterminators to eradicate them over a few years.
Due to the active diligence this keeps the rat population to minimal numbers, and when they show up they are eradicated right away.
That being said, there’s still rats that navigate over from other provinces, but are actively dealt with when noticed.
