How is bleached flour considered “safe” and why is it preferred?

I always buy unbleached and may even switch to whole wheat, but am wondering why bleached flour is safe for consumption. It looks white and pure, and I’m sure that has something to do with why it is preferred over unbleached, but why do we do this? How did this start? I can’t imagine it is healthy..

In the EU and the UK, bleached flour is banned, because it is bad for you.

I hope this is enough of an explanation! Lots of practices are allowed in other countries, for example, chlorinated chicken, washing eggs etc, that aren’t allowed in the UK.
