If you’re talking about the center divider/ shoulder, they do it the same way as the outside shoulder: work crews collect it, usually during times of lighter traffic. If you’re talking about debris in the actual lanes, they’ll run a traffic break in order to allow someone to pick it up.
If you’re driving at the time in in the dead middle of the night you’ll see half the lanes blocked off and big sweeper machines and the crews doing work on the road, like a street cleaner for highways
