How is it that we can get scratched or cut hard even to break skin and bleed through our pants/clothes and not rip the piece of clothing in the process?

it is the pant scraping you. the metal pushes the pant into your skin and the pant scrapes you

The clothing can move against your skin, even with a sharp object poking at it. Your skin doesn’t move (too much) against your insides.
