There are several ways you can measure viscosity.

For example the outflow through a known pipe diameter at known pressure difference is largely determined by viscosity.

Or the speed at wich a sphere falls/sinks in the oil

A device they use in the paint industry to measure viscosity is called a Zahn cup. It’s a container with a small hole in the bottom. The time it takes to empty the cup through the hole is proportional to the viscosity of the liquid.

I’m not sure whether the same method is used with oils but at least it’s should work as far as I can tell.
