How is that top eyelids follows your eyes vertically, but bottom eyelids dont?

Gravity. Your lower eyelid hangs open pretty much by itself. But your upper eyelid droops a little under gravity. When looking straight ahead, there’s no reason for the upper eyelid to be raised any further (which would take energy). But when you look up, it has to be raised so as not to block your pupil.
