If the rotation of the earth is fast enough to have an effect on gravity, why isn’t gravity stronger at the poles (lower rotational speed) and weaker at the equator (faster rotational speed?)

You *do* weigh less at the equator as a result of 1. higher centrifugal force and 2. higher distance from the earth’s center of mass (due to the earth not being a perfect sphere). Both effects are miniscule and, for all practical intents and purposes, don’t matter at all.
