How is there snow on Mount Everest even though the clouds are below the peak?

Clouds do happen over the top of Everest. It is just that people who want to take pictures of Everest want pictures of the mountain, not of cloud, so they take them on days when Everest isn’t covered in cloud.
Mount Everest snow isn’t “descend from the clouds in gentle Christmas snowfall” type of snow. It’s basically layers of frost on top of more layers of frost on top of more layers of frost, where the moisture freezes out of the air directly onto the ground, without drifting down from on high first. No clouds required.

That premise is incorrect. Clouds can be up as high as 15-20km.
as an addition to all the things thoses under said, there is also a portion that literally arrived on top when the Mountain wasnt thar high and never melted since then
